HISTORY OF THE COMBINED LOCKS POLICE DEPARTMENT

A study of Village history taken from Combined Locks Village Board proceedings show that Combined Locks had either appointed or elected Village Marshall or Constables starting in 1920 until October of 1952 when a full-time Police Department was established when Ernest Danielson, a Waupaca County patrolman, was hired as the Chief of Police.

A new Chevrolet Police patrol car was purchased and outfitted with a first aid kit, and a police frequency radio with a single frequency to the Outagamie County Sheriff's Department.

Raymond Janssen and Willard Hartjes served as relief officers for the Police Department. All officers were required to attend schools sponsored by the Chief's of Police Association, F.B.I., as well as the Attorney General's Conference.

In February 1968, the Village hired Thomas Jansen, a former Little Chute police officer for full-time duty in the Village.

Today, the Combined Locks Police Department is a progressive, well-trained and fully equipped law enforcement agency that employees 5 full-time and 5 part-time sworn officers and two part-time secretaries. The department operates two marked patrol units and has an all-terrain vehicle for patrolling its vast park system. The department operates 24-hours a day and is dispatched by the Outagamie County Sheriff's Communication Center.

All officers hold State of Wisconsin Certification for their respective positions and average 100 hours of recertification and specialized training each year. The Combined Locks Police Department was the third police department in the state to be trained in and carry cardiac defibrillation devices. Both squads are equipped with AED's.

The Combined Locks Police Department continues to provide proactive and practical community policing in order to keep criminal activity at a minimum and to assure that Combined Locks remains a safe place to reside, work and play.
