     Combined Locks Village Board Adopts Resolution 2008-2


VILLAGE OF COMBINED LOCKS

RESOLUTION 2008 -2

 

INTENT TO SEEK APPROVAL TO CONSTRUCT RETENTION POND

 

          WHEREAS, The Village of Combined Locks is required to reduce storm water pollutants by an amount of 20% by 2008; and 40% by 2013, in order to meet its storm water discharge permit requirements imposed by the Wisconsin Department of Natural Resources as required by NR216; AND

 

           WHEREAS, The Village of Combined Locks will meet the 20% reduction for lands within the community which lay within the watershed of the Garners Creek Storm Water Utility, but will need to construct a storm water retention pond outside of the storm water utility jurisdiction in order to fully comply with the community-wide requirement of 20% and 40% reduction of pollutant loadings, as required by its storm water permit; AND

 

          WHEREAS, an engineering study, done as part of a storm water management planning grant, has identified an area of property laying to the north of the Riverview Heights Subdivision (north of Bonnie Lane and Jerelyn Court) , and adjacent to existing railroad tracks, which would provide sufficient space for a storm water retention pond to meet the 20% and 40% required as a condition of the municipal storm water permit; AND

 

          WHEREAS, it has been determined that the Village of Kimberly is interested in partnering with the Village of Combined Locks to build said pond, to help that community to also meet the 40% pollutant reduction threshold; AND

 

          WHEREAS, construction of the Riverview Heights Pond as a joint venture between the two communities would be seen as mutually beneficial through shared construction and maintenance costs; NOW, THEREFORE,

 

BE IT RESOLVED by the Village Board of the Village of Combined Locks that it does endorse the construction of the Riverview Heights Storm Water Retention pond; and authorizes the necessary steps to be taken to acquire property, obtain necessary permits, design, bid, and construct said pond in order to meet the goal of 40% reduction of pollutant loadings from municipal storm waters entering the Fox River by the target year of 2013.

 

Approved this  5th day of  February, 2008 by a vote of  7 aye,  0 nay, with 0 members absent.
